Killing zombies is the fastest but requires you to be able to dispatch them quickly and drains resources meds ammo. Mining with the right tools auger / steel pick and proper mods is the steadiest xp, auger prints xp but costs gas repair kits. Combo of killing zombies and looting probably comes in third. #2.
