I would still say damage is way better than crit (for all classes but especially summoner) so I'd say go for damage but if a whip has a modifier with crit but still good damage then it should be fine. There isn't a hardcap on summons, the max in vanilla terraria is 11 just cos thats the maximum possible with the available gear.
